UK Youth Parliament in Hampshire are supporters of National Anti-Bullying week - an initiative by the Anti-Bullying Alliance. Anti-Bullying Week shines a light on bullying, sending a clear and positive message that it is neither acceptable or inevitable in our schools and communities. Held in November each year, Anti-Bullying Week is run by the Anti-Bullying Alliance, with funding support from the DCSF. This year's Anti-Bullying Week campaign is‘Stay safe in Cyberspace’. The focus will be on cyberbullying - the use of information communications technology (ICT), particularly mobile phones and the internet, to deliberately upset someone else. Research has found that more than a third of 12–15-year-olds have faced some form of cyberbullying. Unfortunately, some people just don’t take cyberbullying as seriously as other forms of bullying - maybe because it is indirect and often perceived as anonymous. That doesn’t stop it from causing harm; children and young people tell us that it is painful and can feel inescapable: “I felt that no one understood what I was going through. I didn’t know who was sending me these messages. I felt powerless and didn’t know what to do.” A key message for this year’s Anti-Bullying Week is that modern technologies remain a positive and productive part of the lives of children and young people and they can be used safely and constructively. The Anti-Bullying Alliance has developed a briefing pack on cyberbullying in support of Anti-Bullying Week 2009. Packed full of information, ideas and links to useful materials for schools and others working with children and young people, it also pulls together resources from a range of sources, including DCSF and Anti-Bullying Alliance members. Please feel free to use it during Anti-Bullying Week and in support of your anti-bullying work throughout the year. For more information click here.

House of Commons to allow Youth Parliament access
17th March 2009
Yesterday MPs voted to allow members of the UK Youth Parliament to hold a meeting on the floor of the House of Commons, after resistance from a handful of Conservative MPs (see here for a video of footage) the move was backed by a majority of 189 with 16 MPs opposing it. This decision will see the chamber being used by non-elected parliamentarians for the first time, although opponents said that this would mean the Commons abandoning traditions, and set a precedent for other groups.
As an organisation we have over 500 members between 11 and 18, and are expecting to convene over the summer recess within the commons. This summer's meeting will be a one-off event after holding a similar gathering in the House of Lords last May.
An amendment suggesting the meeting take place in a Westminster committee room instead was defeated by 186 votes, after supporters had been claiming that the exercise will give young people, and potential future parliamentarians, first-hand experience of what life is like in Parliament and improve engagement with politics.
Shadow children's minister Tim Loughton said MPs had nothing to be "scared of" in sanctioning the move. "Are we seriously thinking that we will have UKYP members leaving gum under the seats, swinging from the chandeliers, having to install juke boxes and that we are going to have a major chav riot in the place?" he said. "No, of course that isn't going to happen."
But Conservative backbencher Christopher Chope said the move sent the message there was a similarity between members of a "mock parliament and a real parliament". "It will send out a message from this Parliament that we are indulging the youth parliament, that we are patronising young people in an unhealthy way," he said.
Hampshire Members are delighted with the decision, and look forward to the opportunity of using the Commons chamber in the summer.

UK Youth Parliament in the House of Lords

On Friday 2nd May, members of the UK Youth Parliament from across the country made history by debating in the House of Lords chamber. Members used the opportunity to debate and vote for the UK Youth Parliament’s three national campaigns for the year ahead. This was an absolutely amazing day – not just for the young people in attendance and for UK Youth Parliament, but for society in general, as the magnificent debates showed just how much young people care about their communities, and how much they want to help make a difference. After two hours of debating, MYPs cast their vote for their top three campaigns: |

Speaking after the event, Baroness Helene Hayman, who chaired the debate said: “The quality of the debate today has been fantastic. We don't hear the sounds of clapping in this Chamber often. What really impressed me was the courage of people who stood up and took a position which was not the view of the majority - and the respect that you all showed to everyone's viewpoints." |
Members of the UK Youth Parliament from across the country will now develop the top three campaigns at the UK Youth Parliament Annual Sitting in Exeter in July. BBC Parliament Channel - for people with digital TV, you will also be able to view highlights of the debate on the Parliament Channel on Saturday 10th May at 9.30pm. This will be available until 17th May on BBC iPlayer - you can view below or click here to have the ability to download. |

UK Youth Parliament in Hampshire Update!
Just over a month ago, Hampshire’s youth parliamentarians went off to the South East Region of the UK Youth Parliament’s annual residential – this year held at Carroty Wood, near Tonbridge in Kent. After long journeys there, through traffic jams and train engineering works, we met the other young people from across the South East that we would be working with throughout the next year and settled into the welcoming accommodation.
Throughout the weekend we took part in workshops, to help us with chairing, public speaking and other key training we need to fulfil our role within the next year; as well as taking part in debates and presentations when deciding on the regional campaigns.
The weekend also brought a few positions up for grabs for the MYPs in the South East; Chloé Harrison, MYP for Winchester and Eastleigh, will be speaking at the debate in the House of Lords on 2nd May on the Region’s national campaign idea – adult age standardisation; whilst Alex Warwick Vesztrocy, Basingstoke & Deane / Test Valley North, was one of the two young people elected as a media representative for the South East. Both of these positions were greatly contested and had very close voting results!
At the event, after much discussion and many votes, we decided on our two regional campaigns – ‘Mind Matters’ and Youth Provision. ‘Mind Matters’ is a campaign looking at the facilities available to young people whilst going through emotionally hard times – and throughout the next year we will be finding out what young people think of emotional well-being services that are currently in place, and what could be done to improve them. Our second regional campaign, Youth Provision, is going to be campaigning on improving existing and creating new leisure facilities. We realise that young people do not always want organised activities so we want to create places where young people can just go and ‘hang out’. This campaign will help to improve the image of young people by getting them off the street. The campaign is the next logical step in the youth parliament’s Transport Campaign – Fares Fair. The main argument for the this campaign, is that there is no point of providing inexpensive or free public transport if once young people reach their destination, there is nothing for them to do!
By the end of the weekend everyone was shattered from the hard work that took place, whilst looking forward to more hard work, whilst making our mark , in Hampshire and beyond!
In the near future, as mentioned earlier, Hampshire’s Members will be travelling up to London to take part in a debate at the House of Lords. The UK Youth Parliament is the second ever organisation to be allowed to debate in the House, so it’s a very special event for everyone and even more so for Chloé – leading the debate on the South East’s national campaign idea. Another exciting, although not so much as the Lords debate, happening is the UK Youth Parliament in Hampshire have recently acquired a website address and will be launching a shiny new website in the near future! Our website address is – www.ukyphampshire.org
Alex Warwick Vesztrocy, Basingstoke & Deane / Test Valley North, and James Binns, New Forest & Test Valley South
